The sticker price on a Dubai property is never the full price. Expect to pay an extra 6 to 8 percent on top of the purchase price once fees, commissions, and registration costs are factored in. Here is exactly where that money goes.

What is the Dubai Land Department fee?

The Dubai Land Department (DLD) charges a transfer fee of 4 percent of the property value. This is the single biggest hidden cost buyers forget to budget for. It is usually split into the fee itself plus a small admin charge, and it is paid at the time of transfer, not before.

Do I have to pay agency commission?

Yes. Buyers typically pay a 2 percent commission to the real estate agency handling the transaction. This is standard practice in Dubai and applies whether you are buying off-plan or on the secondary market. Some agencies fold this into other costs, so always ask for a clear breakdown before signing anything.

Are there fees for off-plan purchases?

Off-plan buyers usually pay a smaller DLD fee percentage on registration with the developer, called an Oqood registration, plus developer admin fees. These vary by project, so check the sales agreement carefully. Off-plan deals often look cheaper upfront but come with their own layer of registration and processing charges that add up over the payment plan.

What is the NOC fee?

A No Objection Certificate (NOC) is required from the developer before a resale property can be transferred. This fee ranges depending on the building and developer, and it is almost always paid by the seller, but buyers should confirm this in the memorandum of understanding (MOU) before signing.

What are mortgage registration fees?

If you are financing the purchase, the DLD charges a mortgage registration fee of 0.25 percent of the loan amount. Banks also charge their own processing or arrangement fees, which can be a flat amount or a percentage of the loan. Ask your bank for a full fee schedule before committing.

What ongoing costs come after purchase?

Owning property in Dubai means paying annual service charges, sometimes called maintenance fees. These cover building upkeep, security, and shared facilities, and they vary widely depending on the building and amenities. Villas in gated communities also carry community service charges. Always ask for the service charge history of a specific unit before buying, not just the building average.

What other costs do buyers overlook?

  • Property valuation fees if you are taking a mortgage

  • DEWA connection fees for setting up utilities
  • Chiller fees in buildings with district cooling, often billed separately from DEWA

Get a full cost breakdown in writing before signing the MOU. A reputable agency will walk you through every fee upfront, including who pays what between buyer and seller. If a deal seems too clean, with no mention of service charges or NOC costs, ask more questions.

Who pays the 4 percent DLD fee, buyer or seller?

The buyer pays it in almost all transactions. It is one of the most consistent costs in any Dubai property purchase and should be budgeted from day one.

Can hidden costs be negotiated?
