What do you need before starting registration?

Before you can register anything, both buyer and seller need to have their paperwork in order.

  • Passport copies of buyer and seller (and visa page if UAE resident)
  • Emirates ID for UAE residents
  • Original title deed from the seller
  • No Objection Certificate (NOC) from the developer, confirming no outstanding service charges
  • Signed Memorandum of Understanding (Form F) between buyer and seller
  • Proof of funds or mortgage pre-approval letter if financing the purchase

What is Form F and why does it matter?

Both parties sign Form F, usually through a registered real estate agent or directly at a Trustee Office. This document is what officially confirms the sale terms in the eyes of DLD, separate from any private agreement you may have made earlier.

How do you get the NOC from the developer?

The seller applies for the NOC directly from the property developer. The developer checks that all service charges are paid and that there are no outstanding disputes tied to the unit.

This step can take anywhere from a same-day approval to a few business days depending on the developer. Some developers require both buyer and seller to be physically present, so it is worth confirming this in advance and booking the appointment early.

What happens at the Trustee Office appointment?

Once you have Form F and the NOC, you book an appointment at one of the DLD-registered Trustee Offices located across Dubai. Both buyer and seller (or their authorized representatives) attend together.

At the appointment:

  • DLD verifies all documents and identities
  • The transfer fee is paid, along with a small admin charge for the trustee office and the new title deed issuance
  • Payment is typically made via manager's cheque or through the trustee's approved payment system
  • Once everything checks out, the new title deed is issued in the buyer's name, often on the same day

What fees should you budget for?

The main cost is the DLD transfer fee, calculated as a percentage of the sale price, split between buyer and seller unless otherwise agreed in Form F. On top of that, expect:

  • A fixed admin fee to the trustee office
  • A title deed issuance fee
  • Agency commission, if you used a broker
  • Mortgage registration fee, if you are financing the purchase

These costs are standard and predictable, so ask your agent for a full breakdown before signing anything so there are no surprises at the trustee office.

What if the property has an existing mortgage?

If the seller has a mortgage on the property, it needs to be cleared or transferred before the sale can register. The seller's bank issues a liability letter confirming the outstanding amount, which is typically settled using the buyer's deposit before the final transfer date. Your agent or conveyancer usually coordinates this timing so funds move in the right order.

No. Off-plan purchases are registered on the Oqood system directly with the developer and DLD, and only convert to a full title deed once the project is completed and handed over.
